Coming from the world of media and still a practicing journalist wherein he still writes his column in a newspaper of daily circulation, Remate, and website https://www.remate.ph, a press freedom fighter, a former president of the National Press Club (NPC) of the Philippines.


In 2016, he became a public servant who served as an anti-drug advocate under the Office of the President, Malacañang Palace. He then became the Presidential Anti-Smuggling Group (PASG) – Special Operations Group Chief and subsequently promoted and became the Director of the Strategic Information Service which is the Counter Intelligence Office of the PASG.

After his government service in the administration of then President Gloria Macapagal Arroyo, he went back to the NPC wherein he was again elected as President serving his second term. Subsequently, he was also elected as the President of the Confederation of ASEAN Journalists that holds office in Jakarta Indonesia.

After the 2016 elections, our speaker was called into government service again by President Rodrigo Roa Duterte where he was appointed Director of Subic Bay Metropolitan Authority (SBMA). Finding the task of being a Director in SBMA not that challenging, wherein there is a privilege of extra time, he started to become active again in Lions Clubs International (LCI) where he subsequently became the Lions District 301-A2 Governor.

He was dubbed as the, “Pambansang Basurero si Benny” because of his actions that led to the landmark success in the implementation of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000, notably of which is the closure of all 335 illegally operating dumpsites in the country that should have been closed after two years of the passage of the Act; fast tracking the approval of the ten-year Solid Waste Management Plan of the local government units wherein he was able pass more than 700 SWM plan in just seven months after he assumed office, pushing for the declaration of plastic soft drink straw and plastic coffee stirrer as non-environmentally acceptable products, and the accomplishment goes on.

He became instrumental in the signing of Proclamation 1052 by President Duterte, declaring every fourth Sunday of November as the National Bicycle Day

At the latter part of the Duterte administration, he was transferred to the National Irrigation Administration (NIA) as Senior Deputy Administrator. With his expertise in management, he was appointed by President Ferdinand Romualdez Marcos, Jr., as the 26th Administrator of the Agency.
